From now obsolete zogen (“to tug, pull around”) + -ern (iterative suffix), probably after Middle Low German tȫgeren (14th c., modern Low German tögern, töcheln). The underlying verb is further from Middle High German zogen, from Old High German zogōn, from Proto-West Germanic *togōn, belonging to the root of ziehen (“to pull”).

Orthographic borrowing from Chinese 躊躇 /踌躇 (chóuchú).
