May be related to harkki, as is also attested for harkka in some dialects. The change in meaning can be attributed to a similar shift as in from hanka (“fork, forked tool”) to hankala (“difficult”); compare also harata. Alternatively, per Nissilä (in manuscript), from Old Norse hark (“noise”).
